Pennsylvania Cannabis Seeds: Common Questions

Yes. Cannabis seeds are legally classified as hemp under the 2018 Farm Bill. The seed itself contains no meaningful THC regardless of what the plant would eventually produce, so purchasing seeds — including high-THC feminized varieties — is legal in Pennsylvania. Triangle Seeds ships cannabis seeds directly to Pennsylvania customers.
Yes. Triangle Seeds ships cannabis seeds to Pennsylvania home growers. Orders are packaged discreetly and typically go out within 1-2 business days. Questions about your order? Text or call us M-F, 10-6 EST at (919) 410-6945.
Cannabis plants are either male or female. Only female plants produce the buds (flowers) you're growing for. Feminized seeds are bred to produce female plants almost exclusively, so you're not wasting space, time, or resources on males that need to be removed. All of the seeds we sell are feminized.
Photoperiod varieties flower in response to a change in light schedule. Outdoors, they begin flowering as days shorten in late summer — across most of Pennsylvania, that means harvest in late September through mid-October. Indoors, you trigger flowering by switching to a 12-hours-on/12-hours-off schedule. They give more control over plant size and yield but take longer to finish.

Autoflower varieties flower automatically based on age, finishing 9-12 weeks from seed regardless of light schedule. For licensed hemp growers in Pennsylvania's north-central mountain counties, where fall frosts arrive earlier, autoflowers allow a tighter harvest window with less weather risk. Not sure which is right for you? See our Strain Selection Guide.
CBD (cannabidiol) is a non-psychoactive compound found naturally in the cannabis plant, commonly reported as calming and supportive for sleep, stress, and everyday discomfort — without the high associated with THC. CBD seeds are the primary variety grown commercially under Pennsylvania's PDA hemp permit program. Pennsylvania's fertile agricultural land — particularly the Lancaster County region and the central and southeastern corridor — is well-suited to outdoor CBD hemp production. Browse our CBD seeds or use the Strain Selection Guide to find the right variety.
No — and Pennsylvania has some of the strictest cultivation penalties in the Northeast. Growing even a single cannabis plant for personal use is a felony, carrying 2.5 to 5 years in prison and a $15,000 fine. There is no personal use exception and no exception for registered medical patients. Possession of grow equipment — planters, grow lights, grow tents — with intent to cultivate is a separate misdemeanor carrying up to one year in jail and a $2,500 fine. Several Pennsylvania cities have reduced simple possession to a civil fine, but those local ordinances do not affect the state felony cultivation law. Many Pennsylvania residents are purchasing seeds now to be ready if and when that changes. Read the full Pennsylvania home grow law breakdown.
Very close — and the timing was striking. On May 7, 2025, the Pennsylvania House passed HB 1200 by 102-101, the first time either chamber had passed a recreational cannabis bill. The bill would have legalized adult-use cannabis through state-run stores, imposed a 12% excise tax plus 6% sales tax, and — notably for home growers — allowed personal home cultivation. Five days later, on May 13, 2025, the Senate Law and Justice Committee tabled the bill 7-3. Two bipartisan bills using a private retail model (SB 120 and HB 20, the Keystone Cannabis Act) are now pending but have not been scheduled for hearings. Governor Shapiro has proposed legalization in three consecutive budget addresses, citing $250 million in projected annual revenue. Five of Pennsylvania's six neighboring states have legal adult-use cannabis.
At the state level, possession of 30 grams or less is a misdemeanor carrying up to 30 days in jail and a $500 fine. However, Philadelphia, Pittsburgh, Harrisburg, Erie, Reading, and several other municipalities have reduced possession of 30 grams or less to a civil fine of $25 to $100, with no jail time. Local decriminalization does not override state law — police can still file state misdemeanor charges — but in practice, many of these cities have significantly reduced enforcement. Cultivation remains a felony statewide regardless of any local ordinance.
Yes — one of the largest medical-only programs in the country. Pennsylvania's Medical Marijuana Act was signed in April 2016 and first sales began in February 2018. As of November 2025, the program has 439,381 active patient certifications and has generated over $7.68 billion in cumulative sales. Qualifying patients with serious conditions including cancer, PTSD, epilepsy, chronic pain, and multiple sclerosis can register online, obtain a physician certification, pay a $50 card fee, and purchase from over 170 licensed dispensaries statewide. Patients can possess up to a 90-day supply. Home cultivation is not permitted, and out-of-state medical cards are not recognized in Pennsylvania.
Yes, with a growing permit from the Pennsylvania Department of Agriculture (PDA). Applications can be submitted online through the PA Plants portal at paplants.pa.gov or by mail. The deadline for outdoor growing permits is April 1 each year — processing permits are accepted year-round. A few important site restrictions apply: hemp cannot be grown within 200 feet of a residential structure without prior PDA written approval, within 1,000 feet of a school or public recreational area without approval, or within 3 miles of a licensed Medical Marijuana Grower-Processor facility. Outdoor permits require a minimum of 50 plants to remain valid — relevant for anyone considering a small backyard hemp operation. See the full Pennsylvania hemp permit walkthrough for step-by-step details.
The application fee is $150 non-refundable, paid at the time of submission. Additional costs include an FBI IdentoGO fingerprint background check for all applicants and key personnel (cost varies by service location), and pre-harvest THC compliance testing paid directly to the sampling agent and laboratory. If you bring hemp from another permitted site onto your property for processing, a separate processing permit and additional fee are required. If you only grow and process on the same property, no separate processing permit is needed.
Pennsylvania spans USDA zones 5a through 7a. The Allegheny Mountains in the north-central part of the state fall in zones 5a and 5b with a shorter frost-free window. The central agricultural region reaches zones 6a and 6b, and the southeastern corner including the Philadelphia area approaches zone 7a. The outdoor season runs from mid-May through October in most of the state. Pennsylvania's fertile farmland — especially Lancaster County and the southeast corridor — has been a consistent producer under the state's hemp program, which issued 165 growing permits in 2025. Photoperiod varieties finish in late September through mid-October across the central and southern regions. In the north-central mountain counties, autoflowers and short-season strains provide more reliable harvest timing ahead of earlier frosts. Enter your zip code on our zone map for your specific window, then browse our full-season varieties, short-season varieties, or autoflowering varieties.
Across central and southern Pennsylvania (zones 6a-7a), start seeds indoors in early to mid-April and transplant outdoors after your last frost — typically late April to early May. Photoperiod varieties started in April will flower in late August and finish in late September through mid-October. In the north-central mountain counties (zones 5a-5b), target a mid-May transplant and lean toward autoflowers or short-season strains to avoid early fall frost. Keep in mind the April 1 outdoor permit deadline — your permit must be in hand before planting. Check your zip code on our outdoor planting tool for your exact dates, or see our germination guide for step-by-step starting instructions.
